On June 26th, the National Mining Safety Supervision Bureau held a party committee meeting to convey and implement the important speeches made by General Secretary Xi Jinping at the National Science and Technology Conference, the National Science and Technology Awards Conference, and the Academician Conference of the Chinese Academy of Sciences and the Chinese Academy of Engineering, as well as during his inspections in Qinghai and Ningxia. The meeting emphasized that the entire system should deeply study, understand and implement, adhere to the guidance of scientific and technological innovation, and make every effort to cultivate and develop new quality productive forces for mine safety, achieve the goal of promoting, strengthening and protecting safety through science and technology, and use the good results of mine safety to support the high-quality development of the economy and society, the construction of a strong country, and the great cause of national rejuvenation.

The meeting emphasized the need to strengthen the support of mining safety technology, actively build a system and mechanism of "top-level design traction, major task driving, and basic capability support", establish, manage, and make good use of key laboratories in the field of mining safety, give full play to the technical support role of the Standardization Technical Committee of the mining safety industry, and consolidate the joint force of mining safety technology work. We need to increase our efforts in scientific and technological research, strengthen the key and difficult points in the prevention and control of major disasters such as gas, water, fire, and rockburst, and focus on solving the series of "bottlenecks" in deep mining. We should continue to carry out activities of introducing mining safety technology into mining areas, actively promote new technologies, equipment, processes, and materials, do a good job in "point-to-point" demand docking, guidance, and supervision, and bridge the "last mile" of transforming mining safety technology achievements. We need to accelerate the update, iteration, and upgrading of mining technology and equipment, regularly select and release the promotion catalog of advanced and applicable mining safety technologies and equipment, as well as the elimination catalog of outdated processes and equipment, and promote the upgrading of mining safety technology and equipment level. We need to accelerate the construction of intelligent mining, guide social forces to carry out research and development of mining robots, and promote the effective replacement of robots for dangerous and heavy positions. We need to organize and carry out experiments on major disaster control projects in deep mining, and explore a series of practical experiences in major disaster control for the coupling of high ground pressure, high gas, high water pressure, geothermal, carbon dioxide, and oil and gas accumulation disasters. To enhance the monitoring and early warning capabilities of mine safety risks, accelerate the networking of mine safety perception data, optimize and improve the functions of mine risk monitoring and early warning systems, improve the technical prevention capabilities of various data and drawing fraud, and achieve effective digital control of mine safety.

The meeting requires strong promotion of safe and high-quality development of mines in Qinghai, Ningxia and other places, strengthening top-level design according to local conditions based on resource endowment, promoting the improvement of quality, safety and efficiency in the transformation and upgrading, equipment updating, elimination and exit of the mining industry, and achieving a positive interaction between high-quality development and high-level safety. We must firmly guard the ecological security line of mines, strengthen departmental linkage, enhance source control and process control, strictly control safety access, prevent geological disasters, land resource damage, soil and water resource pollution caused by mining, and severely crack down on illegal and irregular behaviors such as tailings ponds not constructed according to design, unauthorized construction, unauthorized elevation of dam bodies, and unauthorized changes in dam construction methods. We should actively care for and support the healthy development of mining enterprises in ethnic areas, increase policy support and assistance guidance, strengthen co living, co learning, co construction and sharing with ethnic minority groups, and play a demonstrative and driving role in ethnic unity and progress. We need to deepen and implement the study and education of party discipline, continuously rectify the "four undesirable practices" and establish new ones, and promote the "three non corrupt practices" as a whole. We must abide by rules and regulations, forge ahead, encourage accountability, punish wrongdoings, and clarify responsibilities, providing strong disciplinary and work style guarantees for the high-quality development of mine safety supervision work.

The meeting emphasized the need to constantly tighten the string of safety prevention during the flood season, persist in keeping our eyes and actions downward, and urge all regions and mining enterprises to further investigate and implement prevention measures in all risk areas, hidden danger points, and operation points. We will make every effort to prevent geological disasters such as mountain floods and mudslides, prevent floods in small and medium-sized rivers, respond to emergencies such as delayed seepage and sudden water influx after the flood season, handle major changes in situations, deal with open-pit slope collapses, tailings pond instability and dam collapse, and other dangerous situations. We must make every effort to carry out safety monitoring and early warning during the flood season, closely monitor the rain belt and its transfer direction, and effectively supervise the implementation of the "call, response, and response" mechanism for disaster early warning of those responsible for direct access to mines and tailings ponds. We must make every effort to prevent slope, flood, dam collapse, collapse, flood, debris flow and other disaster risks. In case of danger, we must decisively organize evacuation and transfer for risk avoidance. We must effectively shoulder the responsibility of national supervision and administration to promote enterprises, and use quick and practical measures to address slow, weak, empty, fake, scattered, and non compliant issues. We must strengthen our sense of responsibility, execution, and overall perspective to ensure the implementation of various preventive measures. Relevant institutional measures should be effectively tested based on the implementation of frontline operators, resolutely prevent and contain mining production safety accidents, and ensure the safety of people's lives and property.
