Notice from the National Energy Administration on Further Accelerating the Intelligent Construction of Coal Mines and Promoting High Quality Development of Coal

Energy bureaus of coal producing provinces (autonomous regions), relevant development and reform commissions of coal producing provinces (autonomous regions) and Xinjiang Production and Construction Corps, coal industry management departments, and relevant central enterprises:
In order to thoroughly implement the decisions and deployments of the Party Central Committee and the State Council, accelerate the development of new quality productive forces, promote the deep integration of digital and intelligent technology with the coal industry, further enhance the level of intelligent construction in coal mines, and promote high-quality development of coal, the following notice is hereby issued.
1、 Further consolidate industry consensus. Since the issuance of the Guiding Opinions on Accelerating the Intelligent Development of Coal Mines (NDRC Energy [2020] No. 283) by the National Development and Reform Commission, the National Energy Administration and other departments, various coal producing regions have formulated implementation plans based on actual conditions, refined supporting policies, accelerated the application of scientific and technological innovation, and built a number of technologically advanced and leading intelligent demonstration coal mines, achieving significant results in reducing manpower and increasing efficiency. The intelligent construction of coal mines has entered a new stage of accelerated development and deepening. But it still faces problems such as uneven construction progress, need to improve operational level, insufficient support for core technology and equipment, and urgent need to strengthen talent guarantee. Each coal producing province and coal mining enterprise should thoroughly implement the decision and deployment of the Party Central Committee on accelerating the transformation and upgrading of traditional industries, further unify their thinking, enhance their understanding, adhere to problem oriented and goal oriented approaches, strengthen overall planning and step-by-step implementation, promote the intelligent development of coal mines to a larger scale, deeper level, and higher quality, and provide strong support for ensuring the safe and stable supply of coal and building a new energy system.
2、 Comprehensively promote the intelligent development of coal mines. In principle, newly built coal mines should be designed and constructed according to intelligent standards. The main production processes such as mining (stripping) machines, transportation and selection can be combined with actual situations to develop intelligent special designs. Process selection, equipment selection, etc. should comply with intelligent standard specifications. During joint trial operation and completion acceptance, the intelligent production system should be evaluated and accepted to ensure normal system operation. Coal mines under construction, especially large ones, should optimize their design based on the construction progress, timely supplement intelligent construction plans, and strive to complete intelligent construction before completion and operation if conditions permit.
3、 Accelerate the intelligent transformation of coal mines for production. On the premise of ensuring the safe and stable supply of coal, production coal mines actively and orderly promote the intelligent transformation of production, operation, and management processes, with a focus on promoting the intelligent transformation of large coal mines and coal mines with severe disasters. Large coal mines need to accelerate their intelligent transformation and build single or multiple intelligent systems by the end of 2025. Those with the necessary conditions should achieve intelligent mining systems. Encourage coal mines with a production capacity of over 3 million tons per year to comprehensively promote the intelligent transformation of major production processes, and strive to take the lead in building a fully intelligent coal mine system. Coal mines with severe disasters and production coal mines with elevations above 2400 meters or mining depths greater than 600 meters should develop intelligent transformation plans based on geological conditions and disaster characteristics, accelerate the intelligent transformation of key hazardous areas, and comprehensively enhance production safety guarantee capabilities. Coal mines that have experienced major or above accidents must develop an intelligent construction plan before resuming production, clarify the completion time limit, and complete the construction within the required time limit.
4、 Innovative intelligent construction mode. Accelerate the promotion of mature solutions recommended in the "Compilation of Typical Cases of National Coal Mine Intelligent Construction (2023)", and explore and apply intelligent construction models suitable for local areas and enterprises according to local conditions. Encourage coal mining enterprises to continuously optimize and improve the technical solutions for the intelligent construction of their main production systems, strengthen the linkage and coupling of multiple systems, and strive to upgrade the intelligence of individual systems to the overall intelligence of coal mines. Fully leverage the production concentration advantages of key enterprises, carry out joint upgrading and construction of cluster mines, promote the formation of a construction model of overall planning and hierarchical promotion of mining areas, and accelerate the high-level cluster development of intelligent coal mines. Deeply explore the energy-saving and carbon reduction potential in the operation of intelligent systems, promote the application of green mining technologies such as intelligent filling mining and edge mining, and promote the intelligent and green coordinated development of mining areas.
5、 Continuously promote the optimization and upgrading of intelligent systems. In line with the rapid development trend of new generation intelligent technology, we will leverage the guidance of the "Guidelines for Intelligent Construction of Coal Mines" to continuously improve the intelligent control level of complete sets of equipment and the autonomous operation capability of production systems. If the evaluation results of the Jinggong coal mine meet the Class I construction conditions, it is encouraged to carry out construction according to intermediate or above standards. If it meets the Class II and III construction conditions, it is encouraged to carry out construction according to primary or above standards. The focus is on promoting the intelligent decision-making and autonomous operation of the mining system, efficient collaboration of the excavation system process equipment, remote control of the mining face beyond visual range and on-site unmanned operation, and promoting the application of auxiliary transportation intelligent scheduling, unmanned fixed places, comprehensive perception and real-time calculation of ventilation systems, and robot replacement for dangerous and heavy positions. The focus of open-pit coal mines is to promote autonomous mining and loading, unmanned mining trucks, and robotic collaborative operations for loading, unloading, and transportation, in order to enhance the level of intelligent collaboration in multiple processes. The coal preparation plant focuses on promoting high-precision online coal quality detection and intelligent sorting control, achieving full process intelligent monitoring, decision-making, and control.
6、 Strengthen support for information technology applications. Continuously promote the research and application of high-precision mining sensors, controllers, industrial basic software, etc., promote the loading of autonomous and controllable operating systems on terminal equipment, and strengthen data fusion and sharing. Strengthen the construction of new generation communication technology, artificial intelligence (AI), data center and other information infrastructure, encourage qualified places to build coal industry Internet platforms, and gradually realize intelligent analysis and unified management of coal mine production, operation, management and other data. Promote AI video intelligent monitoring, high-precision underground positioning, open-pit mine slope monitoring and early warning systems, and strengthen real-time monitoring of key areas and key positions.
7、 Improve the effectiveness of normalized system operation. Encourage and guide coal mining enterprises to collaborate with research institutions and equipment manufacturing enterprises to form technology innovation teams, develop convenient and reliable intelligent operation and maintenance equipment, and promptly solve problems that arise during operation. Fully tap into the functional potential of existing systems, enhance scenario based applications and on-site adaptability, promote the refinement, normalization, stable and reliable operation of intelligent systems in key production processes such as automatic coal mining cutting and follow-up machine moving, remote control cutting during excavation, unmanned grouping operation of open-pit coal mine trucks, and automatic feeding and loading of coal preparation plants. Encourage coal mining enterprises to establish intelligent professional operation and maintenance institutions, formulate normalized operation and management systems, strengthen the evaluation of normalized operation effectiveness, and continuously improve the quality and management level of operation and maintenance. Strengthen the scheduling analysis and supervision inspection of the construction and operation of intelligent systems. For those that are built but not used or used but are not practical, the intelligent evaluation level will be lowered or cancelled depending on the situation.
8、 Accelerate the research and application of key technological equipment. By leveraging the advantages of innovation platforms such as technology innovation alliances, focusing on the key technological bottlenecks that constrain the development of intelligence, and comprehensively using methods such as "unveiling the list and leading the way" and "horse racing", we will guide coal mining enterprises and social forces to carry out scientific and technological breakthroughs, with a focus on breakthroughs in high-precision geological exploration, coal rock recognition, collaborative control of working face equipment groups, (semi) continuous mining intelligent complete sets of equipment, intelligent individual equipment, auxiliary operation robots and other technical problems. Intensify the demonstration and application of major technological equipment, list advanced and applicable intelligent technology equipment for coal mines as the first major technological equipment support scope in the energy field, and promote the improvement of localization and complete sets.
9、 Play a leading role in standards. Promote the implementation of the "Guidelines for the Construction of Intelligent Standard System for Coal Mines" (National Energy Development Science and Technology [2024] No. 18), guide relevant parties to accelerate the formulation and revision of urgently needed standards such as intelligent design and construction specifications, interface protocols and information exchange, new intelligent sensing and control systems, operation and maintenance, and quality evaluation, and establish a sound standard system for coal mine intelligent basic general, production system, technical equipment, information foundation, operation and maintenance support and management. Intensify support for the revision of intelligent standards for coal mines, study the establishment of technical organizations for national standardization of coal equipment and industry standardization of intelligent coal mines, and provide key guarantees in the establishment and funding of national standards, energy, and coal industry standards.
10、 Intensify policy support. For newly built coal mining systems designed and produced to achieve intelligent mining, they will be managed according to advanced coal production capacity standards and enjoy differentiated policies in terms of capacity replacement, approved increase, capacity reserve, resumption of work and production. The state provides key support in the central budget investment for coal mine safety renovation, carbon emission reduction support tools, and medium - and long-term loans for the manufacturing industry. The progress and effectiveness of intelligent construction work serve as important references for investment arrangements in the central budget for coal mine safety renovation. Each coal producing province should further improve incentive policies based on actual conditions, study the establishment of special reward and subsidy funds, strengthen the promotion of demonstration project construction, enhance the guarantee of elements for intelligent coal mine project construction, and create favorable conditions for intelligent construction.
11、 Strengthen the construction of talent team. Innovate the methods of introducing, cultivating, and selecting intelligent talents, encourage coal mining enterprises to jointly build intelligent education and training practice bases with universities, research institutions, and equipment manufacturing enterprises, cultivate intelligent composite talents in coal mines, and improve the intelligent operation level of frontline workers. Promote the transformation of intelligent coal mine labor force, improve the occupational classification of the coal industry, formulate job configurations and professional skill level standards for intelligent inspection, operation and maintenance, centralized control, monitoring, communication, network, data engineers, etc., encourage coal mining enterprises to establish professional positions such as intelligent equipment engineers and operation and maintenance technicians, optimize salary distribution system, and smooth the development channel of intelligent talents.
12、 Strengthen task implementation and guidance coordination. The management departments of the coal industry in each coal producing province (leading departments for intelligent construction of coal mines) shall, in conjunction with relevant departments, strengthen the overall planning and coordinated promotion of intelligent construction of coal mines, formulate implementation opinions in accordance with the spirit of this notice, scientifically and reasonably determine construction goals, guide large coal mines and severely disaster prone coal mines to clarify intelligent construction tasks and completion deadlines, guide other qualified coal mines to comprehensively promote intelligent construction, establish a project implementation inventory ledger, and submit the implementation opinions and project inventory to the National Energy Administration by the end of July 2024. Central enterprises shall implement this notice in accordance with the above requirements. Each coal producing province should establish and improve monitoring and scheduling mechanisms, as well as regular consultation mechanisms. In accordance with the requirements of our bureau's notice on the regular scheduling of coal mine intelligent construction, construction progress and operational effectiveness should be reported on time. The National Energy Administration, together with relevant departments, will further leverage the coordination mechanism for the intelligent development of coal mines, strengthen top-level design, policy support, and guidance coordination, and study and solve major problems in the promotion of work.
