At the meeting, Wang Chongxian, Director of the Comprehensive Coordination Department of Safety Production of the Ministry of Emergency Management, stated that in recent years, China has always adhered to a problem oriented approach, targeted problems, and deployed a series of targeted safety production risk special rectification measures, achieving positive results. However, the current foundation of safety production is still not solid, and some problems accumulated during the high-speed development process in the early stage have not been fundamentally solved. Therefore, the State Council Safety Committee will issue the "Three Year Action Plan for Addressing the Root Causes of Safety Production (2024-2026)" to further deepen the special rectification of safety risks and hidden dangers in key industries.

Wang Chongxian stated that the State Council Work Safety Committee will, in accordance with the goal of "promoting the transformation of public safety governance mode to pre prevention" proposed at the 20th National Congress of the Communist Party of China, issue the "Three Year Action Plan for Addressing the Root Causes of Safety Production (2024-2026)", and focus on carrying out fundamental rectification actions for safety risks and hidden dangers in key industries and fields.

In the focus of rectification, we will highlight the investigation and rectification of major accident hazards and dynamic clearance. Efforts will be made to promote the formation of a major accident hazard assessment standard system covering all industry sectors and to revise and improve it in a timely manner. We will also promote the establishment and improvement of mechanisms for the management, supervision, and cancellation of major accident hazards, improve the database of major accident hazards covering the whole country, shift the focus from controlling major accidents to controlling major risks that can easily lead to mass casualties, and strengthen prevention at the source.

In terms of the main content of rectification, we will highlight the weaknesses and deficiencies that constrain safety production, and make up for weaknesses and strengths. Intensify the construction, application, and upgrading of safety risk monitoring and early warning systems in industries such as hazardous chemicals, mining transportation, and industry and trade, deepen the upgrading and transformation of old chemical production facilities, vigorously promote "mechanization replacement and automation reduction", carry out special safety education and training for the main responsible persons of production and operation units in key industries, deepen the improvement of the safety quality and ability of employees in production and operation units, actively create a number of demonstration cities for safe development nationwide, and strengthen the governance capacity of urban safety.

In terms of rectification methods, emphasis should be placed on precise safety law enforcement and assistance actions. Promote the use of "four no two direct", explicit investigation and covert investigation, cross law enforcement in different places, "Internet plus+law enforcement" and other methods, focus on the investigation and rectification of major accident hazards, and further promote the precise safety supervision and law enforcement; Actively organize safety law enforcement guidance and assistance for production and operation units in high-risk industries, promote insurance institutions to actively participate in enterprise safety production services, and help enterprises identify safety hazards.

In the organizational arrangement of rectification, highlight the improvement of the safety supervision responsibility system throughout the entire chain of "one thing". Promote relevant departments at the national level to separately study and formulate sub plans, clarify, decompose, and implement safety production related responsibilities around the entire chain of "one thing", and promote the formation of a joint force of departments to jointly grasp and manage; For the intersection of responsibilities and new risks in new business models and fields, in accordance with the principle of "similar business", timely clarify the division of departmental responsibilities, coordinate relevant parties to carry out special rectification, and avoid potential risks and hidden dangers that may lead to major disasters due to uncontrolled management; Strengthen the assessment and inspection of the safety production work of provincial party committees, governments, and relevant member units of the State Council Work Safety Committee, effectively increase the supervision and accountability, and ensure that all work measures are implemented in place.
